No, ONDC is a network that uses digital commons in the form of open protocols which is merely a non code specification to build an interoperable network. It is a low cost digital infrastructure comprising of registries and gateway(s) for allowing transactions between unbundled platforms/ applications in the e-commerce supply chain.

Open Network goes beyond the current platform-centric model where the buyer and seller must be part of the same platform/ application to enable transactions between them. Instead, in an open network so long as the platforms/applications are interoperable, buyers and sellers can transact no matter what platform/application they use to be digitally visible enabling the flow of value.
